Global blueprints, local foundations: Nga, Rehda Institute concludes landmark UK tour

KUALA LUMPUR: As Malaysia prepares for the transformative goals of the 13th Malaysia Plan, a high-level delegation, led by Housing and Local Government Minister Nga Kor Ming and Rehda Institute, has concluded a landmark strategic tour of the United Kingdom (UK).

The 2026 UK Asia Real Estate Leaders (AREL) Study Tour was not merely a site visit but a mission to redefine the urban equation for Malaysia. Spanning from the regeneration heartlands of Bristol to the intellectual halls of the University of Cambridge, the tour brought together over 30 C-suite leaders and senior stakeholders to engage with global best practices in transit-oriented development, social inclusivity and sustainable city-making.

The mission opened in London with a strategic forum where Rehda Institute chairman Datuk Jeffrey Ng Tiong Lip highlighted the striking parallels between the UK and Malaysia.

“Whether in London or Kuala Lumpur, cities are facing remarkably similar realities: ageing building stock, rising demand for affordable housing and the need for regeneration that is both economically viable and socially inclusive,” Ng noted. He emphasised that by combining the UK’s expertise in rail-led master planning with Malaysia’s current growth momentum, a powerful platform for sustainable development is created.

Malaysian excellence on British soil

A significant highlight of the tour took place at Brabazon Bristol, a 380-acre development that stands as one of the UK’s largest brownfield regeneration projects. In a proud moment for Malaysian ingenuity, the site is being transformed under the stewardship of YTL Group.

The delegation received a technical briefing on how this former airfield is becoming a new town anchored by the new Bristol Brabazon train station and the Aviva Arena. YTL Group UK chief executive Colin Skellett reminded the delegation that simply building more houses is not the answer to the housing crisis.

Instead, the YTL vision focuses on investing in reliable public transport to support growth, creating mixed-use destinations where people can live, work and play in their local area as well as provide advanced utilities.

The mission culminated at Downing College, University of Cambridge, where Nga delivered a keynote address at the Forum on Housing and Urban Planning.

“Malaysia’s strong economic growth and improving global competitiveness show our resilience—now is the time to deepen strategic partnerships with the world’s top institutions,” stated Nga. He reaffirmed that the MADANI Government is committed to accelerating innovation in housing and governance to deliver future-ready cities.

During the forum, the Minister also witnessed the soft launch of International Strata and Leasehold Management: Law, Policy, and Practice. This publication, co-developed by Rehda Institute and CLJ Law, provides crucial comparative insights into strata systems across Singapore, Hong Kong, Australia and the UK and is a vital resource for Malaysia’s increasingly densified urban centres.

The most enduring legacy of the tour is the proposed Malaysia-Cambridge Urban Platform (MCUP). Mooted by Nga during strategic discussions at Darwin College, the MCUP is envisioned as a premier knowledge exchange hub.

The MCUP will rest on three core pillars:

  1. Executive education: Training the next generation of urban leaders.
  2. Strategic events: High-level conferences to keep Malaysia at the forefront of urban discourse.
  3. Collaborative research: Joint publications focusing on the green transition and spatial planning.

Rehda Institute trustee and MKH Bhd group managing director Tan Sri Eddy Chen Lok Loi encapsulated the spirit of the mission: “The journey of Malaysia’s housing is ultimately a story of collaboration between all stakeholders. We must move toward sustainable financial models because, ultimately, housing is not just planned—it is delivered.”
