Rooftop Solar ATAP programme open for application from Jan 1, 2026

KUALA LUMPUR (Dec 19): The Solar Accelerated Transition Action Programme (Solar ATAP), which is replacing net energy metering (NEM), will be open for application from Jan 1, 2026.

Guidelines for the new rooftop solar programme will be uploaded on the website of the Energy Commission on Dec 31, the Ministry of Energy Transition and Water Transformation said.

In a statement, the ministry affirmed there is no specific quota allocation for Solar ATAP, unlike past NEM programmes.

“However, the government can put a limit at any time if uncontrolled solar installation affects the national grid,” it said.

The statement also affirmed that Solar ATAP will allow the system marginal charge (SMP) for non-domestic users, and the prevailing energy charge for households.

Consumers can install solar assets to cover 100% of maximum demand, while any excess energy generated can be sold back to the grid, the ministry said.

Single-phase domestic users are allowed to install up to 5kW capacity, while the solar capacity limit for three-phase homes is increased from 12.5kW to 15kW.

The previous NEM programme allowed residential homes to offset their bills on a one-to-one basis, covering both energy and capacity charges, with excess daytime generation credited against night-time usage.

Since its expiry, new consumers have only been able to register under the elf-consumption (SelCo) scheme, which does not allow offsets unless surplus energy is stored in batteries and discharged on demand.
